There are plenty of people grousing over progress package, reserves been transfered to the GLC without due transpirancy etc...

Although the government mentioned that it is the choice of the voters in the Opp Wards not to bite the carrot, the thing is, is it fair to offer choices like that? What's the difference between such actions and the action of buying votes? And in fact, such action is worse than buying of votes because ultimately, the voters still do not get to see the "incentives" from voting them, but rather, HDB upgrading; ie the money still do not go to them.
I remember someone in this forum mentioned that taxes are paid by everyone, including those in opp wards. This is indeed true, and is a strong basis for funds to be utilised more fairly and equally, to those in the opp wards.

to Either Exercise their responsibility for democracy in order to sustain democracy or
Loose this privilege.
Do they know how many people elsewhere could only dream of having the right to vote?
Democracy is not about being scared.
Democracy can exist only when the voters exercise their due diligence. Nebber expect to be given democracy to you wholesale. You got to earn it.

I think the PAP is only shooting themselves in the foot with this policy. I don't know who thought it up but the effects will probably be seen in the coming elections.
Democratic Government who resort to threats and blackmail to stay in power usually don't stay in power long. The traditional carrot and stick approach doesn't work in democracy.
