Right now, Taxes aren't low either... they only appear low, but with double taxations & trigger happy hikes here and there, we're being over taxed & yet nothing in return...!!!
We're paying so much for peanut shells!
And even if Option 1 is applied here, we'd still get marginal returns in welfare with the current regime....

For successful citizens who can find a job anywhere in the world, it's low tax no welfare.
Difference is: the successful can always move elsewhere if you raise taxes, nobody wants the loser....

Look at the Scandinavian model. These countries have better living standards of living although their costs of living are also high. Generally, they are a bunch of happier people.. Note that I'm not saying that there's no problems in these countries.
Are these people generally lazy? I say that with a good social safety net, they have less worries and can stay more focused in their work. Their weekly working hours are shorter but there's higher productivity.

People who call other people losers are simply immature. Most likely they’ve led an over privileged life on somebody else’s account or are coasting along on the status that they occupy at someone else’s expense. Sons of successful people, people who got a golden parachute bought with tax payer’s dollars etc. In other words, leeches who need an ego boost to justify their worthless existence. Those truely successful people who have gone through the trials and tribulation of building up their lives and are acknowledged by their peers as successful (not the type that have to slime all over everybody showing off how “successful” they are) almost never call others losers based on just transitory and external assessments of wealth or self professed “merit”.

I am afraid we are neither a country paying high taxes and getting high welfare nor a country where people are paying low taxes and getting no welfare.
We are easily the only country on this planet where people are paying the highest taxes (direct, indirect, double-charging on lands and infrastructures and profiteering by all GLCs) and yet are getting low or no welfare. Any essential government services paid for by the citizens are being charged back again despite the taxes paid.
