and yes. the minister still has some responsibility for this. he is not in the clear.

In your fire story, ofcourse the fire safety officer will at fault also, not only a security guard...
but we're talking about minister level here... that is very very high up...
in your story, it would be also blaiming (assuming you're the fire safety officer of a microsoft branch in Singapore) Bill Gates of the fire too... Bill Gate's job here is to manage microsoft as a whole, a big picture... The finer details are left to lower managerial positions...
In the case of Mas Selamat's escape, the highest the blame can go should be the person incharge of the prison...

They are being paid for running the organisation as a whole... this is a very important job...
