the head probably slacked, then his team slacked, and everyone down the organizational flowchart slacks, and an window of opportunity appears and a JI member takes off.
lesson here is: if you can't do the job properly, don't ask for such a high pay which you don't deserve.
and yes. the minister still has some responsibility for this. he is not in the clear.

In your fire story, ofcourse the fire safety officer will at fault also, not only a security guard...
but we're talking about minister level here... that is very very high up...
in your story, it would be also blaiming (assuming you're the fire safety officer of a microsoft branch in Singapore) Bill Gates of the fire too... Bill Gate's job here is to manage microsoft as a whole, a big picture... The finer details are left to lower managerial positions...
In the case of Mas Selamat's escape, the highest the blame can go should be the person incharge of the prison...

exactment. what really gripes me is how ridiculous it is.
paid so much, but do so little. if what you say is true. the important jobs are done by the lower managerial positions, shouldn't they be the one being paid more?
anyway, what i said still applies la. i don't think the minister was on the ball enough. he probably work office hours, with like 20 tea breaks in between, play a little golf, eat a little snack.. read a little email..
then goes home.

They are being paid for running the organisation as a whole... this is a very important job...
Do you feel its justified that Bill Gates gets a lot of money when his marketing staff, production staff, etc does all the lower work?

no i don't. why do you think people switch to open office, or linux, or anything else that they don't have to pay to get the same thing, or even better for that matter?
they don't think microsoft deserves the money for coming up with shitty products, when they can get better things for free. free because the people who created them, created them not because of money, but because of the passion.
