KENYATAAN MEDIA MENGENAI PAKEJ PENSTRUKTURAN SEMULA SUBSIDI&lt;br /&gt;
&lt;br /&gt;
Kerajaan komited untuk memastikan golongan berpendapatan rendah dan
sederhana tidak akan dibebani dengan kenaikan kos petrol dan
makanan. Namun, kos petrol dan komoditi di peringkat global, telah
mengalami kenaikan yang drastik dan subsidi perlu distruktur semula
supaya bantuan dapat diagihkan dengan lebih adil. Subsidi yang
distruktur semula ini akan memberi lebih manfaat kepada mereka yang
memerlukannya, terutama golongan berpendapatan rendah dan
sederhana.&lt;br /&gt;
&lt;br /&gt;
Kabinet hari ini telah meluluskan satu pakej penstrukturan semula
subsidi bahan api yang turut merangkumi mekanisme untuk melindungi
golongan berpendapatan rendah dan sederhana.&lt;br /&gt;
&lt;br /&gt;
Untuk itu, Kabinet telah memutuskan untuk mengambil langkah-langkah
berikut, sebagai pakej permulaan program penstrukturan
subsidi:&lt;br /&gt;
&lt;br /&gt;
1. PENSTRUKTURAN SUBSIDI PETROL DAN DIESEL DI PAM&lt;br /&gt;
Berkuatkuasa esok, 5 Jun 2008, harga petrol akan meningkat sebanyak
78 sen dan diesel sebanyak RM1.00 setiap liter. Harga baru petrol
dan diesel di pam adalah RM2.70 seliter dan RM2.58 seliter.&lt;br /&gt;
&lt;br /&gt;
Untuk mengurangkan beban kenaikan kos petrol dan diesel ke atas
golongan berpendapatan rendah dan sederhana, Kabinet juga bersetuju
untuk memberi bayaran tunai kepada warga Malaysia yang memiliki
kenderaan persendirian termasuk pemilik motosikal seperti
berikut:&lt;br /&gt;
&lt;br /&gt;
a) Bagi pemilik kenderaan persendirian berkapasiti enjin sehingga
2000cc serta pick up truck dan jip berkapasiti enjin sehingga
2500cc, bayaran tunai sebanyak RM625 setahun bagi setiap kenderaan
akan diberikan.&lt;br /&gt;
&lt;br /&gt;
b) Bagi pemilik motosikal persendirian berkapasiti enjin sehingga
250cc, bayaran tunai sebanyak RM150 setahun bagi setiap motosikal
akan diberikan.&lt;br /&gt;
&lt;br /&gt;
Bayaran tunai ini akan diberi apabila pemilik kenderaan dan
motosikal membayar atau memperbaharui lesen kenderaan bermotor
(cukai jalan). Bayaran ini meliputi kenderaan dengan cukai jalan
yang berkuat kuasa mulai 1 April 2008 hingga 31 Mac 2009. Bayaran
tunai ini akan diberikan secara Kiriman Wang (Money Order) di
pejabat Pos Malaysia, di seluruh negara, mulai 1 Julai 2008.&lt;br /&gt;
&lt;br /&gt;
Bagi pemilik kenderaan dan motosikal yang tidak termasuk dalam
kategori bayaran tunai tersebut, Kabinet telah memutuskan untuk
mengurangkan cukai jalan mengikut kadar berikut berkuatkuasa 1 Jun
2008:&lt;br /&gt;
&lt;br /&gt;
a) Bagi pemilik kenderaan persendirian petrol dan diesel
berkapasiti enjin melebihi 2000cc, cukai jalan akan dikurangkan
sebanyak RM200.&lt;br /&gt;
&lt;br /&gt;
b) Bagi pemilik motosikal persendirian berkapasiti enjin lebih
daripada 250cc, cukai jalan akan dikurangkan sebanyak RM50,
tertakluk kepada cukai jalan minima sebanyak RM2.&lt;br /&gt;
&lt;br /&gt;
2. MENYELARASKAN SUBSIDI DIESEL UNTUK SYARIKAT PENGANGKUTAN YANG
DILULUSKAN, SYARIKAT PENGANGKUTAN VESEL DAN NELAYAN&lt;br /&gt;
&lt;br /&gt;
Pada masa ini, operator pengangkutan, nelayan dan pemilik vesel
menikmati harga subsidi berbeza bagi diesel. Harga diesel adalah
RM1.00 seliter untuk nelayan dan RM1.20 seliter bagi pemilik vesel.
Kabinet hari ini telah bersetuju untuk menyelaraskan harga diesel
kepada RM1.43 seliter berkuatkuasa esok 5 Jun 2008. Harga yang
diselaraskan ini tidak akan menjejaskan syarikat pengangkutan di
bawah sistem fleet card kerana mereka akan terus menikmati subsidi
petrol dan diesel pada harga ini.&lt;br /&gt;
&lt;br /&gt;
Untuk itu, Kabinet telah bersetuju untuk membayar sebahagian
daripada perbezaan harga lama dan baru secara tunai kepada nelayan
dan pemilik vesel seperti berikut:&lt;br /&gt;
&lt;br /&gt;
a) Bayaran tunai sebanyak RM200 setiap bulan bagi setiap pemilik
dan pekerja vesel rakyat Malaysia yang berdaftar dengan Jabatan
Perikanan&lt;br /&gt;
&lt;br /&gt;
b) Bayaran insentif kepada pemilik vesel pada kadar 10 sen
sekilogram hasil tangkapan ikan yang didaratkan oleh vesel
perikanan berdaftar di pusat pendaratan ikan di dalam Negara.&lt;br /&gt;
&lt;br /&gt;
Pembayaran akan diuruskan oleh Lembaga Kemajuan Ikan Malaysia
(LKIM).&lt;br /&gt;
&lt;br /&gt;
Kabinet memutuskan pengusaha bot penumpang sungai juga akan diberi
bayaran tunai sebanyak 10 sen seliter berdasarkan kuota yang
diluluskan.&lt;br /&gt;
&lt;br /&gt;
3. PETRONAS AKAN MENYUSUN SEMULA SUBSIDI GAS&lt;br /&gt;
&lt;br /&gt;
Mulai 1 Julai 2008, harga gas yang dibekalkan oleh Petronas di
Semenanjung Malaysia akan diubah seperti berikut:&lt;br /&gt;
&lt;br /&gt;
a) Bagi sektor elektrik, harga akan dinaikkan daripada RM6.40
setiap mmBtu kepada RM14.31 setiap mmBtu;&lt;br /&gt;
&lt;br /&gt;
b) Bagi pengguna sektor industri yang menggunakan kurang daripada
2mmscfd, harga yang ditetapkan oleh Gas Malaysia Sdn Bhd (GMSB)
akan dinaikkan daripada RM9.40 setiap mmBtu kepada RM24.54 setiap
mmBtu.&lt;br /&gt;
&lt;br /&gt;
c) Bagi pengguna sektor industri yang menggunakan lebih daripada 2
mmscfd, harga gas yang dibekalkan oleh Petronas akan dinaikkan
daripada RM11.32 setiap mmBtu kepada RM32.56 setiap mmBtu.&lt;br /&gt;
&lt;br /&gt;
Bagaimanapun, bantuan khas akan diberikan kepada pengguna GMSB
iaitu bagi kategori Perusahaan Kecil dan Sederhana (PKS). Pengguna
ini akan menghadapi kenaikan yang lebih rendah bagi kadar tarif
gas.&lt;br /&gt;
&lt;br /&gt;
Selaras dengan dasar tenaga boleh diperbaharui (sustainable
energy), Petronas akan mengurangkan subsidi bagi sektor elektrik
secara progresif sejajar dengan harga pasaran semasa, sehingga
tahun ke-15, apabila parasnya mencecah harga pasaran. Pada masa
yang sama, subsidi bagi sektor industri akan dikurangkan secara
progresif sejajar dengan harga pasaran, sehingga tahun ke-11,
apabila parasnya mencecah harga pasaran.&lt;br /&gt;
&lt;br /&gt;
Harga minyak masak (Gas Petroleum Cecair atau LPG) dan Gas Asli
bagi Kenderaan (NGV) tidak akan berubah. Harga bagi LPG dan NGV
tetap pada kadar sedia ada iaitu RM1.75 setiap kg dan 63.5 sen
setiap liter.&lt;br /&gt;
&lt;br /&gt;
4. STRUKTUR BARU TARIF ELEKTRIK&lt;br /&gt;
&lt;br /&gt;
Untuk sekian lama, rakyat Malaysia termasuk sektor komersil dan
industri, telah menikmati diskaun yang tinggi bagi gas yang
disediakan oleh PETRONAS. Pada masa yang sama, Tenaga Nasional
Berhad (TNB) terpaksa menampung kenaikan harga arang batu.&lt;br /&gt;
&lt;br /&gt;
Dengan penstrukturan semula subsidi gas dan kenaikan harga arang
batu, Kerajaan telah meluluskan satu struktur baru tarif elektrik
bagi membolehkan TNB menyerap kos bahan api bagi gas dan arang
batu. Struktur tarif baru yang akan berkuatkuasa pada 1 Julai 2008
ini, akan diguna pakai oleh semua pengguna domestik (rumah),
komersil dan industri di Semenanjung Malaysia sahaja. Satu struktur
tarif baru akan diumumkan tidak lama lagi bagi Sabah dan
Sarawak.&lt;br /&gt;
&lt;br /&gt;
Selaras dengan hasrat Kerajaan untuk melindungi sebaik mungkin
kebajikan golongan berpendapatan rendah dan sederhana, struktur
tarif elektrik yang baru ini tidak akan menjejaskan pengguna yang
menggunakan 200 Kilowat Jam (kWj) ke bawah setiap bulan dengan
anggaran bil elektrik adalah kurang daripada RM43.60. Ini bermakna,
59 peratus isi rumah di Semenanjung Malaysia akan membayar kadar
yang sama selagi mereka mengekalkan tahap penggunaan yang
sama.&lt;br /&gt;
&lt;br /&gt;
Pengguna komersil dan industri akan mengalami peningkatan sebanyak
26 peratus. Bagaimanapun, bagi kategori komersil dan industri,
pertimbangan dibuat kepada peruncit, pekedai dan pengusaha restoran
kecil, serta pengguna industri seperti perusahaan kampung yang
menggunakan tidak melebihi daripada 200 Kilowat Jam (kWj) setiap
bulan akan hanya mengalami kenaikan 18 peratus. (Butiran terperinci
bagi tarif baru elektrik dikepilkan bersama).&lt;br /&gt;
&lt;br /&gt;
Langkah-langkah yang telah disebut adalah selaras dengan keputusan
Kerajaan untuk menstruktur semula subsidi, yang mana usaha ini akan
menuju ke arah harga pasaran yang sebenar, meningkatkan kecekapan
pasaran serta menggalakkan rakyat Malaysia untuk menjimatkan sumber
tenaga. Sektor komersil dan industri akan menjadi lebih bermotivasi
untuk melaksanakan langkah-langkah kecekapan dalam operasinya
sementara pengguna bagi isi rumah akan mengamalkan penjimatan
tenaga serta mengelak daripada pembaziran.&lt;br /&gt;
&lt;br /&gt;
5. SUMBANGAN SYARIKAT PENJANA TENAGA BEBAS (IPP) DAN PENGELUAR
MINYAK KELAPA SAWIT (POP) KE ARAH MENGURANGKAN BEBAN RAKYAT&lt;br /&gt;
&lt;br /&gt;
IPP dijangka menjana keuntungan lebih daripada pulangan pasaran.
Selaras dengan penstrukturan semula subsidi bagi gas, Kerajaan
telah memutuskan untuk melaksanakan peruntukkan di bawah Akta Levi
Keuntungan Berlebihan 1998 (Windfall Profit Levy Act 1998), ke atas
IPP, sebagai sumbangan mereka terhadap kenaikan kos bahan api untuk
menjana tenaga elektrik. Kuantum bagi levi itu adalah 30 peratus
daripada lebihan pulangan aset pada nilai threshold melebihi 9
peratus berdasarkan akaun mereka yang diaudit.&lt;br /&gt;
&lt;br /&gt;
POP juga, yang telah mencatat kenaikan untung ekoran harga minyak
kelapa sawit yang tinggi di pasaran dunia. Kabinet hari ini telah
bersetuju untuk memansuhkan levi sistem subsidi minyak masak (COSS)
yang sedia ada berkuatkuasa 1 Julai 2008. Bagi menggantikannya,
Kabinet telah membuat keputusan untuk melaksanakan peruntukan di
bawah Akta Levi Keuntungan Berlebihan 1998 ke atas POP. Levi
berikut akan dikenakan pada peringkat pemproses (millers):&lt;br /&gt;
&lt;br /&gt;
i) Bagi Sabah dan Sarawak, 7.5 peratus bagi setiap tan minyak
mentah kelapa sawit (CPO) yang melebihi RM2,000&lt;br /&gt;
&lt;br /&gt;
ii) Bagi Semenanjung Malaysia, 15 peratus bagi setiap tan CPO yang
melebihi RM2,000&lt;br /&gt;
&lt;br /&gt;
Walaupun COSS telah dimansuhkan, harga minyak masak tetap sama
kerana hasil daripada pelaksanaan levi baru ini akan digunakan
untuk membiayai subsidi minyak masak.&lt;br /&gt;
&lt;br /&gt;
Kadar levi bagi POP di Sabah dan Sarawak adalah lebih rendah
memandangkan mereka juga perlu membayar cukai kepada Kerajaan
negeri (sebagai contoh 7.5 peratus ke atas CPO di Sabah dan 5
peratus ke atas CPO di Sarawak).&lt;br /&gt;
&lt;br /&gt;
6. PENGAGIHAN PENJIMATAN DARIPADA PENSTRUKTURAN SEMULA SUBSIDI DAN
PENDAPATAN YANG DIPEROLEH DARIPADA LEVI&lt;br /&gt;
&lt;br /&gt;
Kerajaan menganggarkan sejumlah RM13.7 bilion daripada penjimatan
yang akan diperolehi daripada penstrukturan semula subsidi petrol,
diesel dan gas serta pendapatan daripada levi yang dikenakan
terhadap IPP dan POP. . Dikepilkan bersama lampiran maklumat
pengagihan berkenaan.&lt;br /&gt;
&lt;br /&gt;
7. MENINGKATKAN THRESHOLD CUKAI PERKHIDMATAN BAGI PERKHIDMATAN
RESTORAN DI LUAR HOTEL&lt;br /&gt;
&lt;br /&gt;
Restoran yang terletak di luar hotel yang telah mencapai perolehan
jualan tahunan (threshold) lebih daripada RM500,000 dikenakan cukai
perkhidmatan pada kadar 5%. Terdapat rungutan mengenai threshold
cukai perkhidmatan ini yang dianggap terlalu rendah sehinggakan
gerai makanan di kawasan luar bandar kini mampu mencapainya.&lt;br /&gt;
&lt;br /&gt;
Bagi memastikan rakyat tidak terbeban dengan bayaran cukai
perkhidmatan dalam memperoleh perkhidmatan penyediaan makanan dan
minuman oleh restoran yang terletak di luar hotel, Kerajaan
bersetuju threshold cukai perkhidmatan bagi restoran sebegini
ditingkatkan daripada RM500,000 kepada RM3 juta.&lt;br /&gt;
&lt;br /&gt;
Peningkatan threshold di atas berkuat kuasa mulai 1 Julai
2008.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;
