I think u need to b clarified on some matter cause foreign professional do not contribute to CPF, only PR n for PR to withdraw their CPF, they need to give up
their PR in order to withdraw CPF, the same applied to local wishing to get CPF, need to give up their citizenship.

if u r a PR and decided to give up PR for retirement back to your country, u can withdraw full amount and enjoy in your MOTHERLAND. The difference here is if you are Sgporean., naturally Singapore is your motherland!! and we have to renounce our citizenship to get back our own monies!! i believe you are joking when you mention "same", it's entirely different.

(look, most foreigners working here ultimately will get PR at least to avoid hassles of re-applying employment pass (subject to government approval), moving from one job to another and other factors too)
Q: Can permanent residents withdraw their Central Provident Fund savings?
PR can withdraw their savings at age 55, after a Minimum Sum in their Retirement Account is set aside. Members can also withdraw their CPF savings if they are permanently incapacitated or will leave Singapore and West Malaysia permanently. If members do return to Singapore, they must reimburse the CPF Board for the amount they had withdrawn with interest.

I think for foreign professional to get PR is quite natural to avoid hassle but how many of them migh apply for PR given that CPF annuity has been implemented?
I believe for foreign professional if they knew that CPF annuity is going to b implemented, how many of them will apply for PR? What is ur proposed soultion to the PR or foreign professional problem? As a local urself, u should be aware that this country did not have natural resources except its people.

There r plenty of locals buying properties in neighbouring Malaysia esp with coming Iskandar project in Malaysia.

There r some local chose to rent out their HDB flat n buy properties in JB, Malaysia just to save cost.
