they seem to be some fire fighting machines. during my days at tekong i seen them operating it and spraying loads of water. if i'm not wrong the entrance to it is also protected by gurkhas.

they belong to - Civil Aviation Authority of Singapore - CAAS Airport Emergency Service - for search and rescue.
CAAS is responsible for the coordination of SAR operations within the Singapore Flight Information Region (FIR).

It seem that Griffon 8000TD was selected to commonly operated by world wide SAR services which singapore CAAS is part of .
Griffon Hovercraft Ltd (GHL) has designed and built more diesel-powered hovercraft than any other company. This paper looks at the design and production of its largest design to date – the Griffon 8000TD – the first craft of which ran in May 2000, being the first craft of six delivered to the Indian Coast Guard. Since then different derivatives have been delivered to the Saudi Arabian Border Guard and the Korean National Maritime Police Agency. More are on order for the Saudi Arabian Border Guard and the Civil Aviation Authority of Singapore.Griffon 8000TD, 14 of which are currently in service in India, Saudi Arabia, Korea and Singapore.
