&lt;p&gt;4) Vessel engafed in lanching or recovery of aircraft&lt;/p&gt;
&lt;p&gt;5) Vessel engaged in mine clearance operation&lt;/p&gt;
&lt;p&gt;6)Vessel engaged in a towing operation such as serverely
restricts the towing vessel and her tow in their ability to deviate
from&amp;nbsp;their course.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;In the&amp;nbsp;case of failure of steering or propulsion, vessels
will require the signal of Not Under Command&lt;/p&gt;
&lt;p&gt;Vessel not under command which means a vessel which through
&lt;strong&gt;&lt;span style="text-decoration: underline;"&gt;some exceptional
circumstances&lt;/span&gt;&lt;/strong&gt; is unable to manoeurve as required by
the rules and is therefore unable to keep out of the way of another
vessel. 2 black ball and 2 all round red light.&lt;/p&gt;
&lt;p&gt;More specifically you should&amp;nbsp; also put up the signal of&lt;/p&gt;
&lt;p&gt;Foxtrot flag for 'I am disabled. Communicate with me'.&lt;/p&gt;
&lt;p&gt;or&lt;/p&gt;
&lt;p&gt;Delta flag for 'Keep clear of me, i am manoeuvring with
difficulty'.&lt;/p&gt;
&lt;p&gt;or for engine failure.&lt;/p&gt;
&lt;p&gt;Romeo November flags&amp;nbsp;for 'My engine is out of order'.&lt;/p&gt;</description>

&lt;p&gt;The warships werent anchored at the eastern anchorage in the
past. They were anchored at the man-of-war anchorage which was
located north of the eastern anchorage off the coast of marina east
(tanjong rhu). Currently Man of war anchorage had moved so they are
no more there.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Naval vessels&amp;nbsp; are making way far south of Singapore not
because of the extending shoreline of Singapore but because they
are&amp;nbsp;using the&amp;nbsp;traffic separation scheme for
transit.&amp;nbsp; The route via singapore&amp;nbsp;from the malacca
strait&amp;nbsp;to the&amp;nbsp;SCC&amp;nbsp;vice versa is from the Malacca
strait's TSS to the SCC's TSS vice versa so no point turning into
our port waters for transit be it is&amp;nbsp;congested or not.&lt;/p&gt;</description>

Singapore harbor - causing&amp;nbsp;a seeming&amp;nbsp;drop in the passage
of&amp;nbsp;naval ship traffic through Singapore waters, and resulting
in disappointments to avid ''naval ship''&amp;nbsp;watchers.&lt;/p&gt;
&lt;p&gt;Has anyone seen any Singaporean submarines within the waters of
Singapore, or making surface passage as it sail into the
international waters in the South China Sea for training ?&lt;/p&gt;
