Got this from the NOTAMS
CONSTRUCTION OF NEW CHANGI EAST RUNWAY 01/19 LOCATED 1,800M EAST OF RUNWAY 02R/20L COMPLETED. OPERATIONAL TRIALS WILL BE CONDUCTED ON RUNWAY 01/19 BETWEEN 2330/0100 ON 5/6 TO 7/8, 9/10, 11/12 TO 13/14 APRIL. THE USE OF RUNWAY 01/19 IS SOLELY FOR THE REPUBLIC OF SINGAPORE AIRFORCE. 04 APR 09:32 UNTIL 14 APR 23:59

why can't we construct platforms like those on aircraft carriers...small footprint compared to a full-size airport....

Just to confirm, the times on the NOTAM are Zulu right?

1 reason due to the difference is for commercial flights to differentiate between 02R and 01, the markings on the runway is different. on a bad day with low visability, a pilot may force his way in and land after decision height on ILS, the runway markings are for him to realise that he is on the wrong runway, another simple reason, u cannot call the new r/w, 02r of r rite...
heard the atc at changi kao peh kao bu, alot of procedures for 02r had to change, no more go around right on 02r, must go left. they put up alot of resistance for the new r/w but lost.

Saw someone on Ninervictor forum speculating if 02R would be renamed 02Centre after the new runway came into use (still not known then the new runway heading).
Can understand why the ATC aren't too pleased about the new runway, the whole thing would complicate a lot of the procedures as well as making life more difficult for everyone involved
Ah well, when you try to bang heads against national security, theres only going to be one winner

Couldn't be foreign fighters. Foreign fighters/choppers/transport etc are only allowed to land at PLAB and nowhere else (unless it's the aerospace). Has to be our 140 or 143 sqn doing touch and go practice. They always do this at PLAB and CAB before returning to TAB.

I saw two US's C-130 a/c some where in Changi as the commercial flight that I were on was approaching Changi airport last year.

They prolly allow them now. When I was serving in the RSAF, all foreign airforce planes are only allowed to land at PLAB, as it was deemed the least secretive of our 3 main airbases (not including CAB). In fact, the USAF detachment, 497 Commando Sling is based in PLAB, and PLAB frequently hosts the US f/18s, f/15s and other transport airplanes.
