  Article says it has a non-rotating radome. So is this an Aegis-type system with simultaneous 360 degree coverage?

  yes, electronic scanned radar, at each end of the aircraft is the AN/AAQ-24(V) Infrared Countermeasure

  Could it be an equipment to collect flight data since it is still in the testing phase?
