No.. Di Zhang Wang Pu Sa (Ksitigarbha Bodhisattva) is not a deity, and he is not a judge governing hell. He is there to guide and save sentient beings from the sufferings of hell.
Regarding the differences between Buddhas, Bodhisattvas and Deities, I posted this elsewhere:
In Buddhism, Buddha and bodhisattvas are not gods, because gods are still among the 6 realms of existence. Buddha have transcended the 6 realms, and he is the teacher of Gods and Men. He is higher than every single unenlightened sentient being whether men or gods still transmigrating within the 6 realms of samsara, and he is free from all sufferings.
As Buddhists, we all strive to attain the same enlightenment as the Buddha, the same liberation the Buddha has attained.
Thus, we do not worship him as if he is a deity -- instead, we treat the Buddha as our teacher, whom we hope to achieve and reveal ourselves, as our innate Buddha Nature is already complete but temporarily obscured. However, we do pay our respects by prostrating and bowing to the Buddha.Bodhisattvas are enlightened beings on the path to perfect Buddhahood, they have attained enlightenment and liberation but did not enter into their personal nirvana like an arhat, but instead practices the bodhisattva way and saves numberless sentient beings out of great compassion.
Back to the deities.
Deities or gods are of different kinds, some so called deities are actually powerful spirits but belonging to the ghost realm and are worshipped by some people (not Buddhists however). Some deities live in the celestial/heaven realm, but even though they have a long lifespan they will eventually die and be reborn again to various different realms according to his karma. The deities and gods take Buddha as their teacher as well.

In the Chinese/Taoist tradition, the Deity that is in charge of the underworld is 东岳大帝 (Lord of the Eastern Mountains), not Earth Store Bodhisattva.
In Buddhism, the only 'judge' is the person's own kamma and a person reborn due to his/her own kammic strengths.
In Chinese/Taoist traditin, the Deity-in-charge will then judge a person's merits and demerits and then decide on the person's rebirth. Sometimes, they will give the decease a chance to redeem for their misdeeds.
Very different idealogy. Don't mix.

梵語音譯是乞叉底藥沙Kshitigarbha。在忉利天受釋迦如來付屬, 每日晨朝入恒沙禪定,觀察眾機於二佛中間, 無佛世界教化六道眾生之大悲菩薩也。安忍不動如大地,靜慮深密如秘藏, 故名地藏;又在密教其密號為悲願金剛或稱與願金剛, 在金剛界示現南方寶生如來之幢,菩薩在胎藏界則為地藏院中九尊之中尊。
地藏薩埵也在地藏菩薩本願功德經,囑累人天品曰:「地藏記吾今日在忉利天中 ,於百千萬億不可說不可說,一切諸佛天龍八部大會之中, 再以人天諸眾生等未出,三界在火宅中者付囑於汝, 無令是諸眾生墮惡趣中百一夜。」
地藏十輪經一曰:「此善男子一日每晨朝時,為欲成熟, 諸有情故入殑伽河沙等諸定,從定起已於十方諸佛國土, 成熟一切所化有情其所應利益安樂。」
地藏本願經下曰:「現、未來天人眾, 吾令慇懃付屬汝以大神通方便度,勿令墮在諸惡趣。」地藏十輪經一曰:「 安忍不動猶如大地,靜慮深密猶如秘藏。」
地藏講式曰: 「梵號叉底俱舍密,亦號悲願金剛,今號地藏薩埵也,彼胎藏界現九尊之主, 伴度九界亡情,此金剛列寶生會舉大悲之幢導三有迷途。」
案地藏菩薩名在釋迦既滅以後,彌勒未生以前,眾生賴以救苦自誓, 必盡度六道眾生,始願成佛,現身於人天地獄之中,以救苦難其狀圓頂, 手持寶珠及錫杖或云。 即閻羅王之化身也圖佛滅度一千五百年,地藏降生新羅國主,家姓金號喬覺。
永徽四年,年二十四歲祝髮攜白犬, 善聽航海而來,至江南池州府東青陽縣九華山,端坐九山頭七十五載; 至開元十六年七月三十夜成道,計年九十九歲時,有閣老、 閔公素懷善念每齋百僧,必虛一位請洞僧(即地藏也)足數僧, 乃乞一袈娑地公許衣,偏覆九峰逐盡喜捨其子求出家即道明和尚公後, 亦離俗網反禮其子為故。今侍像左道明右閔公職,此故也菩薩, 入定二十年至至德二年七月三十顯靈起,塔至今成大道圖, 九華山之肉身殿相傳為地藏成道之處,有磴八十一級緣練以登峻、險不堪言狀, 其化成寺即地藏王宮中存地藏之遺跡甚多。
印光法師文鈔續編曰:「無知愚人妄謂地藏菩薩是暹羅國太子, 其肉身塔遇閏大七月,彼國之王親來開塔,豈知此係新羅國王族出家姓金名喬覺 ,於唐玄宗時來九華數十年後,坐脫肉身不壞,逐以全身入塔,絕無開塔之說。 當唐之時高麗有三國,一高勾麗、二新羅、三百濟後高勾麗吞滅二國, 而但名高麗耳近時,愚人不知新羅逐訛作暹羅唐時,亦無暹羅之名。 彼係兩國一暹國一羅斛國後併為一,逐名暹羅,此僧事跡具載九華志宋高傳。」
藏傳佛教對地藏菩薩的信仰,同對待顯教的其它菩薩一樣 (文殊、觀音、大勢至外),沒有什麼特殊的地方, 多像八大菩薩一鋪供奉,或在阿彌陀佛聖眾圖中顯示,坐像立像均有,彩塑、 銅鑄鎏金、繪畫俱足。地藏菩薩的標誌,是右手捧一寶珠。

This is the mantra that Ksitigarbha heard from Buddhas equaling the number of sand grains of the river Ganga. He made offerings to them and then received this mantra. This mantra is to be used for any difficulties, problems; it is the best one to do for any problems in any situation. Even reciting four or five times, just a few times, it is very powerful. It is powerful to recite or just to think of the name of the bodhisattva. It is very, very powerful.
