From a post last year by me:
Very sorry for taking so long to post. Here is a summary.
The Chinese text was talking about the king who is concerned with the progress of youngsters and the distraction of sexual lust on the youth's academic and work perfomance. He requested the give instructions on how to be free from sexual lust.
The Buddha gave 3 suggestions:
1) The female that is more elder in age should be looked upon as one's Mother or aunt. For the female that is younger in age one should look upon her as one's own sister and for one that is very young in age, one should look upon her as one's.. uh, (sorry I don't know what's that
someone can tell me 
). In
this way, one's mind will be in stillness, and ones three poisons,
Greed, Hatred and Ignorance will be transformed and dissolved by
one's Wisdom naturally.
2) One should review this very frame of body upwards from the soles of the
feet, & downwards from the tips of the hairs, enclosed in skin, as
full of many kinds of impurities: There are in this body head-hairs,
body-hairs, nails, teeth, skin, flesh, sinews, bones, bone-marrow,
kidneys, heart, liver, pleura, spleen, lungs, intestines, mesentery,
vomit in the stomach, excrement, bile, lymph, pus, blood, sweat, fat,
tears, mucus, saliva, snot, fluid of the joints, urine and the various impurities, this way one can be freed from sexual lust and the mind will naturally be still.
3) One should guard one's six sense doors: Eyes, ears, nose, tongue, body, mind.. if one's eyes sees sights, one should not grasp on the appearances, do not give rise to discriminative mind and naturally our attachment will be dissolved. After one guards his eye-sense faculty one should then guard the other senses (ears, nose, tongue, body and mind), do not give rise to discriminative mind and naturally craving will not arise..

Therefore to summarise, there is 1) To change perception of females as 'mothers' or 'sisters', 2) To contemplate the impurities and impermanence of the body from head to toe 3) To guard and close our six sense doors, do not give rise to attachment to appearances and discriminative mind/consciousness (which is why mindful awareness is very important)Edited by An Eternal Now 02 May `08, 7:40PM

He said: "This foolish man, monks, cut off one thing when another should have been cut off. Monks, one should not cut off one's own male organ. Whoever should cut it off, there is a grave offence."

yes buddha said that,buddha said ppl should cut heart addiction to sex.

发愿忏悔戒淫仪轨〔海靖法师作〕

南无十方常住三宝！
顶礼历代传法上师！
一、皈依 发心[三遍] ：
诸佛正法贤圣三宝尊，从今直至菩提永皈依。
唯愿祈请慈悲垂加护，悉令烦恼业障速消除。
二、忏悔[一遍]：
弟子某甲，诚心忏悔：无始劫来，由贪嗔痴，所造淫业，毁他梵行，污僧伽蓝，破受持戒，亲近恶友，迷惑颠倒，违背经诫，自作教他，见闻随喜，如是等罪，无量无边。故于今日，生大惭愧，克诚披露，求哀忏悔，惟愿三宝，慈悲摄受，放净光明，照触我身，诸恶消灭，三障皆除，复本心源，究竟清净。
三、诵佛菩萨圣号[各三或七遍]：
顶礼供养皈依本师释迦牟尼佛！
顶礼供养皈依药师琉璃光如来！
顶礼供养皈依极乐世界阿弥陀佛！
顶礼供养皈依智慧光佛！
顶礼供养皈依清净光佛！
顶礼供养皈依无垢佛！
顶礼供养皈依离垢佛！
顶礼供养皈依首楞严三昧力王佛！
顶礼供养皈依降伏众魔王佛！
顶礼供养皈依金刚定自在王佛！
顶礼供养皈依文殊菩萨！
顶礼供养皈依弥勒菩萨！
顶礼供养皈依普贤菩萨！
顶礼供养皈依地藏菩萨！
顶礼供养皈依观世音菩萨！
顶礼供养皈依除盖障菩萨！

四、诵咒 [各21遍或108遍]：
净意业真言： 唵，嚩日啰怛诃贺斛。
灭定业真言：嗡 钵啰 末粼 陀宁 娑婆诃
观世音心咒：嗡嘛呢叭美吽舍
五、回向文[一遍]：
愿消三障诸烦恼，愿得智慧真明了。
希令罪障悉消除，世世常行菩萨道。
此福以得一切智，摧伏一切过患敌，
生老病死犹涌涛，愿度苦海诸有情。
