it is possible to have a promotion with no pay increase
this maybe due to the fact that the pay of the job holder is higher than what the market is paying for the grade, thus the company decides to promote or upgrade the job holder without having to adjust the pay for this round.
the pay will only be reviewed in the next round of pay review.
personally...i would go for just pay increase and not promotion

also true but then the boss need to appreciate talent too by increasing the pay so that the person will stay though
