intellectually disabled person to learn driving?

is it possible for an intellectually disabled person to learn driving?
one of my close friend's younger brother who is intellectually disabled in someway (he did managed to go NS with pes status of E1L9), being inspired by people in his unit, decided to learn driving even though he is intellectually disabled and he had already book a date for his basic theory test. he is going to learn class 3A after he passed his BTT.
i just wonder why the counter staffs at the TP counter at SSDC still let him go BTT as his case is pretty obvious. also should he passed his BTT which is of low possibility, is it possible for him to learn practical? -
In the first place, intellectually disabled also need to serve NS at all?

Looking at the drivers we currently have on the roads, I don't expect it would make much of a difference.

the counter staff only need to test his eyesight only mah, never give him IQ question. so whether he is an intellectually disabled or not doesnt concern them.

If he can pass both theory tests. He should be 'intelligent' enough to drive. Coz I feel that both tests are tough in a sense, the marking scheme is stringent. So I dun think an 'Intellectually disabled' like you've described can pass both tests with jus pure 'tikum'
And like some mentioned..really dun make a difference these days -
That's a very interesting situation. I think that he ought to be allowed to drive if he can prove that he is able to judge hazardous situations rightly and react to them accordingly. That would be one of the more important factors IMHO..

they are special pple with special needs, they hav no malice or ill-intent..and they are serious abot what they do..they jus need a lot of patience n uderstanding from us..I worked wz them before..I know & they are so endearing pple.
think abt it,,all of us are "abnormal" in some ways.

If he can drive, why not? I mean, even though he may be intellectually-disabled, there are many forms and many different stages of seriousness.. And who knows, because of that, he may actually pay more attention and is more alert on the roads so as to prevent unfortunate incidents.
Hope he passes his BTT, FTT and Prac.

he is going there to try earning for the licence, not getting it for free. it is a meritocratic system. if he is indeed able to drive, he is warranted a pass in the test, then it shows he can just be as good as anyone of us on the roads. well if he doesn't, then so be it, for the good of all.
at least this system is fair, giving everyone a chance to give it a try. -
