How do we make drivers drive well?
It seems that after the TP Driving Test, they just deteriorate.
Perhaps a retest, with a higher standard of skill and knowledge, every three years.
Or empower the TP testers to rove the roads and award demerit points to those 'qualified' drivers, who commit infringements.
Accumulate 24 points in 1 year, its retest for you.
Another, a psychological evaluation. Seems something happens when a normally sane person gets behind the wheel.

in sydney p-platers (1/2) actually have 4/7 demerit points and are limited to 90/110 (or 100, can't recall) kmh with zero alcohol level in the blood.
only after 2 years can they drive unrestricted.
with heavy enforcement it should curb the problem here, but it's not realistic la ... -
