The Arnage is still in production and the Arnage is indeed the direct competition to the RR Phantom..
The Continental lineup is, nonetheless, based on the VW Phaeton platform, so it's not as exclusive as the RR Phantom which has a bespoked platform..the Arnage has a bespoked platform..
And the Continental lineup is purposely priced below S$1m to attract people who's considering Mercs, BMWs and Maseratis but ain't rich enough to buy a RR..
Added: And the Continental is not as customizable as a Arnage because more of it is machine made while the Arnage is largely handcrafted..

Different organizations have different preference for luxury... they have their own reasons to choose Bentley over others, its not just how much "class" the cars have. They may have struck a deal or whatever, who knows. True, but I mentioned fleet. And specifically of the same make and model. Actually the BMW is an L7, a very rare made-to-order model of the previous generation.
