So Adding a proxy to the internet explorer via tools would be out.

Reaching for command prompt is not hard. There are plenty of ways doing so tho. Most of them without needing admin authorization.
The common way to excess command prompt is through:
1. win + r >type "cmd" > enter
2. Find cmd.exe at windows folder through explorer
3. Create a dos file at other computer and open the dos file or edit it at that restricted computer (virus attack mode)
If restricted :
Simply startup computer in command prompt mode
hit F8 when startup (use this way to retrive files from computer without admin authorization)
There are plenty other hard ways tho :)
1. Password recovery
2. Keylogger
3. hacking xp

So you are referring to playing online games at school with your own laptop?
The server filter the contents before sending it to your laptop.
Good news : There is no possibilities of admin restrictions. YOU are the admin.
Bad news : By using proxy, you can bypass site that are blocked. But peer to peer and torrent download. Nothing much can be done. Online game are also blocked and nothing can be done also. (As i know)
Maybe some other moderater can suggest away to redirect admin previledges to your own computer?
