Logininternet slowdown

my internet connection has been pretty wonky lately. my internet is fast as usual on most occasion but it slows down to a crawl only on specific websites. i thought it was due to the website at first so i tried on the second comp in my house (under the same connection) and it has no problems at all.
i thought my computer might have viruses or spyware but i've scanned with both avg and ad-ware and the results are clean! please advice!

i've cleared my temp files with CCleaner. same thing no change in situation. i turned off my bittorrent and all background programs as well. even got my bro to switch off his comp LOL.
i'm using singtel but im not sure if its their problem... since my bro does not have this problem although we share the same connection (mine being the main computer).
specs: core duo 2.66ghz, 2gb ram, 8800GT, vistaim beginning to anticipate a reformat... but if can avoid best la.

no need to reformat.Note, that deleting temp files + history + cookie might make it a tad slower cause the com does not have a "saved" image on it's com.
so it might take awhile trying to view unknown sites for the first time.
