  I thought fine dining is not just the cost of the food.
  
  IMO, I don't think buffets should be considered as fine dining. Fine dining is where by you are in a quiet restaurant, which soft music playing, attentive service from a particular waiter/waitress and then you order your food. The food is exquisitely arranged, portions are not a lot.. etc etc etc .... Its more ambience, the service, the food..

  Shahi Maharani North Indian restaurant at Raffles shopping centre 3rd storey. Very expensive but delicious food!

  Most expensive restaurants may not be the most expensive ones. I think French restaurants might be more expensive. Places like de la France or Maxim's where one small piece of cheese can cost $50/-!
