  yes...i think application is still open...in fact...i dont think it ever closes la...after all....when everyone has enrolled...they check and discover so and so class is not full....and some one comes along and apply for transfer...u think they will push u away?just go and try to appeal...unless that course ur fren one is HOT la...then too bad lor..
