Do you mean Properly or Perfect ?
If it's perfect that you mean, then you should know that even a foreign native speakers themselves who speak only their mothertougue couldn't get it right. You just have to go to UK and America to see this fact.
Also, most Singaporean could speak/write more then one language, and if you consider dialects as a language, which they are, then you know that Singaporeans do grasp languages properly. "Properly" meaning they are in the high degree of communication, where they are understood. In other words most Singaporean can communicate well in their third or fourth language, other than their mother tongue.
Get a Cacausian to try speak Mandarin/Hokkien/Cantonese/Malay/Teochew and you will be amused that they simply can't get some simple words right. I am always demused, when I hear Westerner laugh at some Chinese who speak English in a "funny" way, though the words are correct and understandable... only the accent is strange. While They themselves can only speak/write their own mother tongue with so many gramma mistakes.
