It's all about presentations & guts feeling.

It depend on which area you are in the programming line. If you are into languages such as C++ which demand more skillset than Java,C# etc... you could demand more pay. As in other lines, try to do something which not a lot of ppl is into it and you can justify your pay and position.
For normal roles using Java,C#,VB etc there are so many ppl in it that it is hard to justify higher pay packet cuz a lot of ppl want to do it at cheaper rate -
i get 1.6k as starting. But mind you that a lot foreigner is in market and you wouldnt choose to do programming for long time.

That is if you are doing the software for commercial entities. If you are doing software for spore military I doubt the foreigner can break your rice bowl much if you are very good in your arena,
As for commercial entities, it depend again. Not all indian or china programmers are good. If you can have the company business domain in your head and coupled with your programming skills to implement new logic, you are more valuable than those foreigners cuz most of them are not that domain knowledge skilled.
So to surive you need two skillsets, business domain knowledge PLUS programming knowledge to implement it. From company point of view it saves a lot of money cuz you know the business and can implement it at only one month salary -
