if u wan those nice nice tall commercial towers, ur land value mus be Very High or Astronomical, thats the only requirement
I once played a very large map, zone super alot liao den left one big island, i go make a huge farm, damn hard to mantain!!! all the bloody small industries will chiong in after awhile

i used to play simcity quick a bit too. but i found that i don't really like it. one big reason is that the city changes too fast, sometimes for no obvious reason. my sky rising buildings can just be gone in few seconds, again with no obvious reason.
Then I switch to play Caesar II, Emperor city building series. That is more fun. You really can see how many people you have, how people walk around. City grows with reason, and you know why your city falls and how to react to it.
Caesar II and Emperor are much better in gameplay. Long for the next release.

Emperor Rise of the Middle Kingdom? Yes. Very good camp. Caesar quite outdated la. I played Caesar III. Kinda hard actually.
