i've never seen a stray cat here successfully catch a bird before....so no worries....

You might as well cull all the wild birds which migratory routes go into Singapore.
You also might as well shut the border to citizens of countries' where bird flu exists
Sure cull all the cats - go read history - last time Medieval Europe classified cats as evil , they cull them and they got the black plague because the rat population went uncontrolled.
Humans are also the main transmission vectors for many diseases - so should we cull the infected people to keep the population from harm as well?
And when the old disease is under control , there will always be a new one on the rise. So good luck.
