.........bother about putting tatoo on themselves?..........Keep seeing some of them with tatoos.....and can't even see what the heck the tatoo is all about....it's all smudge and stains.Like drawing or painting on a black paper or canvas. That's because most of them put their tattoos during the 70s or 80s where there were no high tech tattooing devices to get that clear shot
Or
It could be because of their darker skin contrast
Anyway
Most of their tattoos are there to express their love for their lover or wife and is not really meant for public display -

'Fair' is used to describe the tone of the skin, and not the colour of the skin
You can be yellow skinned and fair
