hong kong drama and movie

At first I thought they are produced in chinese but after watching some credits of movies and the dramas shown in Malaysia. It seems that they are first made in cantonese.
My question now is, when we watch them, it's in chinese, how do they do that? do they do voice-over or what? then if it's voice-over, how come its so professionally done? as in, it's better than elvin ng's acting.
