My nephew got buy icecream, then the icecream uncle laugh at him because of the way he talk. My nephew is intellectually disabled. Knn. where got ppl like that laugh at intellectually disabled? My nephew didnt choose to be like that right?

first thing you should ask is -Do you feel that there is anything wrong with intellectually disabled people?
Why do you need to be positively biased againts them?
To me, I see them as normal people who just need more help. If they do something stupid, I'll laugh at them like how I would laugh at a normal person doing something stupid. I would not treat them any different.
Mocking someone and laughing at someone is different. Laughing means laughing, mocking means laughing, taunting and belittling others.
I am sure the ice cream uncle would laugh at a drunk normal person who cannot speak intelligibly or a normal person who trip and fell.
It is usually the hypocrite that condemns others for treating disabled people like a normal person and insists that the disabled should be treated differently. In their own little hearts and minds , they decided that the disabled is different from them so the disabled should be treated differently (does not matter positively or negatively bias) so on their own high and mighty pedestal, they demand everyone treat the disable people differently.

i know of one person who is attending special school. He lives in the next block of flat
every morning while waiting for school bus to fetch him, he would sit at the void deck shouting 'fark you' non-stop
