the cheapest way of sent money to china is remit money by ICBC(industrial and commercial bank of china) which located at people's park in chinatown.Just $10.but you must know the payee's name, bank's name,and account number.As laurence's saying,if you want to remit money to india,you can go to little india.If you want to remit money to Phillipine,you can go to lucky plaza of orchard road.
You can try moneygram at Pearl Centre level 2, WealthGate. I believe they're relatively cheap. Check out the exchange rates at the counter if you need to remit in large amount.
Alternatively, Western Union, there's one at Lucky Plaza, Changi Airport etc but they may be more costly.
