  New weapons mean jack shit if you can't use them if your life depended on it. Since you decided to bring up the topic of their government arming their local police with old rifles, what about our local police force who are still using revolvers majority of the time?

  Besides, its not all about the Indian military/police equipment.  It was the lack of planning, ill cordoning of operation area and other such factors that they didn't do that turned the whole situation into a "Fibua-Gone-Wrong" kinda scenario. 

  The Israelis flew in their military personnel and support personnel to assist since they had such experience, but the Indians let pride get in the way.  One of the Israeli advisers also commented on the lack of intelligence gathering and planning by the Indians in their conduct of operations.
