I was with my fren when she go make a police report for stolen IC... but then there's 1 girl (think 13-15) crying and complaining to the police because she was bullied ingame while playing maplestory... I think the police also quite pekcek -_____-

from my encounters with the police, they don't like to entertain all these. It is common for police to push responsibility to the court if possible. Too bad, if really they are true to their words on billing me, I will go report to police.

yes. than the police will send two officers to log on to maple story and create 2 charactersand train them to be tough in order to protect your character from other bullies.

Yes, police refer you to other agencies because they are all lazy and irresponsible.
Not because the correct protocol is to refer the complainant to the correct agencies which will be better equipped to deal with your problems.
