Urgent!! How to dial foreign number?

as per title.
let's say the number i need to dial is: 0451-82340388 (Chinese Eastern Airlines, Harbin branch).
for ease of convenience, the handphone i'm using is the Starhub Green card.
so, to dial this number, do i need to add any pre-fix in front? i think china's country code is 86? so, when i dial, must dial "86-0451-82340388"?
urgent pls, this is for work purposes, otherwise i'm gonna be screwed by my boss.
those who're familiar with dialing foreign or china numbers pls advise.

I think you need to dial 001 (singtel) or 00something depending on which service provider you use before you key in the country code.

Starhub if not wrong just type +86 followed by the number since the + will represent the IDD code etc. Just make sure your country code is correct cos i never call to china before though i call m'sia before and i just add +60 which is m'sia country code

M1- 021 86-0451-82340388
Starhub- donno e code...

If you go to starhub website, and input "international calls" into the search, you will the above link.
And if you click on the prepaid card thing on the left, it will tell you the current promotion going on, such as this one:

will try tomorrow. btw, the area code for Harbin is "0451", so must input the 0 as well?
will it make a difference?

If you try and don't work then u remove the 0 lo. M'sia numbers is 01X.... and their country code is 60 and the final number i call is +601X and not +6001X

for the 0451 part, must get rid of the 0 in front then can get through.
so it's 008-86-451-blah.....
however, the Chinese Eastern Airlines staff (in mainland) are pretty rude.....talk to them halfway, they discuss the problem among themselves for 10 mins waste my farking precious Green card value, and they cannot resolve the issue, never mind, and what did they do?

yeah, true.....was up at 11 PM last night surf net and doing research and asked the question as well.
don't fly Chinese Eastern Airlines; they sux.
who knows.....the plane might be made entirely of lead?
i tot SG service quality is already bad, but these PRC service really takes the cake.
