I work part-time in CallSearch (7-777-777) and I can say for CERTAIN that M1 users CAN get through to CallSearch too and if it takes a LONG time to get through, that's because it's the peak period and the customer service personnels are busy too with other callers! Anyway, there are quite some administrative work to be done to process such calls, and all these are handled by Singtel, so probably that's why M1 and starhub can't dial in.

And as a matter of fact, both M1 and Starhub are owned by GLCs too.
Starhub is partially owned by Singapore Technologies, and M1 by Keppel Corp.
And everyone of these names mentioned here goes under the Invesment Arm of the Singapore government : Temasek Holdings
As for foul play, I doubt. M1 and Starhub leases the telco. infrastructure from SingTel. This could be a problem of limited bandwidth, or network clogging.
