just my opinion and experience, too fast or too early never works but basically depends when you two appear ready. believe that special things take time. to really know a person takes a whole lifetime.
if you're ready to confess, a romantic atmosphere will help so she knows it is special and prepared. maybe at night in a place with many beautiful lights.

i agree with xavier1979. also if you don't befriend her first and continue always looking at her, you might scare her away.
