I think I tends to be more messy and 'qing cai' if I have to share a room... (plus the fact that there'll be less room, hence things no place to put...?)

Nope. My books often not arranged by alphabets and under wear not accordding to color tone....

That will escalate the simple late night loud noise scenario to a someone is going to kill somebody scenario and I am sure the officer will be more than willing to investigate

Trust me it works
I know it works... But you might be charged for filing a false complaint.. This might be a serious offence because there might be others who is more in need of help at the same point of time....
